Final Public Notice for FEMA's Public Assistance Program

The Federal Emergency Management Agency (FEMA) has received the subgrant application for the City of Panama City’s Carl Gray Park restoration due to damages in Hurricane Michael (DR-4399-FL PW-01709). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 30, 2018, for Hurricane Michael. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Responsible Entity: FEMA Public Assistance (PA) Program

Applicant: City of Panama City (Bay County)

Project Title(s): PA-04-FL-4399-PW-0709 PN 119474 - 428 - Carl Gray Park - Panama City, City of

Location of Proposed Work: 4401 Collegiate Drive, Panama City, FL 32401

Floodplain: Project is located in the AE Zone and VE Zone, otherwise known as the Coastal High Hazard Area, per Bay County FIRM Panel # 12005C0336H dated 06/02/2009.

Proposed Work and Purpose: The City of Panama City restored Carl Gray Park by demolishing, disposing, and replacing seven concrete picnic pavilions, replacing metal wall lights with light bulbs, and a concrete picnic table. The city also plans to pursue an improved scope of work by performing extensive upgrades and mitigation to the park, including its utilities, electrical underground work, the exercise equipment stations, decking, pavilions, restrooms, park irrigation, park lighting, bollards, sidewalks, benches, trash cans, electrical, bike rack, paving, erosion control, and signage. The city will be responsible for obtaining any required permits from the United States Army Corps of Engineers (USACE) and the Florida Department of Environmental Protection (FDEP) for the project prior to initiating work.

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible as the area will remain vulnerable to flood risk, including property damage and hazards to human life and safety. With the no action alternative, continued negative impacts on adjacent infrastructure, property, residents, and the community may be experienced. Alternate locations were not considered as the park provides open space uses for recreation.
